Councillor Bell's position on East End Commercial is:
Commercial Development in the East End continues to be a challenge. The commercial mall at Eastview and Watson is . Proposed developments at Starwood and Watson include Commercial on the first floor. The belief that a new library and the accelerated east end residential construction would provide the right recipe for Loblaws to go ahead with their development at Starwood and Watson has not materialized. The city can not force anyone to build if they control the land to be developed. The city realized that East end commercial was not being delivered by the developers that controled the land so the commercial plan has been changed to add additional new lands to the mix. That process was long and new areas are about to be rezoned.
