Councillor Bell's position on city finances:
Bob has been very vocal over this past three terms on overspending and deceptive budgeting. The massive capital projects that were undertaken; coupled with the lack of courage to raise taxes to pay for them has resulted in the cutting of basic services and broken pipes and roads. The "Special Infrastructure Levy" should not be to replace the gap, it should be on new projects. Presenting budgets that include new spending while making the "The Gap" optional is just a new sort of pitch to raise taxes. There is a signifigant time lag between the building of a new city asset and that asset's effect on taxes. We can not continue the introduction of new capital projects and service and maintain tax increases at the cost of living. Existing infrastructure needs to be maintained first, before spending on new projects is allowed.
